HARD CARD AND TERMS OF THE COMPETITION 2020-2021 College TOUR X GOLF CHAMPIONSHIPS
The Rules of Golf as approved by the United States Golf Association and the R&A govern play and where applicable, by the following Local Rules and Terms of the Competition. Complete text of Rules and Local Rules may be found in the Official Guide to the Rules of Golf, effective January 2019. Unless otherwise noted, the penalty for breach of a Local Rule is the general penalty. See individual CTX tournament page for additional Local Rules and Terms of the Competition.
GROOVES - Decision 4-1/1, groove and punch mark specifications effective January 1, 2010 including condition of competition will not be in effect.
GOLF CLUBS - It is a condition of the competition that players must use a brand of club on the current USGA List of Conforming Golf Clubs. Penalty for breach of rule: Disqualification
GOLF BALLS - It is a condition of the competition that players must use a brand of ball on the current USGA List of Conforming Golf Balls. Penalty for breach of rule: Disqualification
OUT OF BOUNDS – Defined by the line between the course-side points, at ground level, of the white stakes or fence posts.
PENALTY AREAS – When a penalty area is defined on only one side, it extends to infinity. When a penalty area is connected to the out of bounds edge, the penalty area extends to and coincides with out of bounds.
GROUND UNDER REPAIR – Defined by white lines. Ground under repair also includes French drains, which are trenches filled with rocks or stones and newly trenched areas, including grass-covered cables. See Temporary Power Lines and Cables. Ground under repair may include areas of unusual damage, including areas where spectators or other traffic has combined with wet conditions to affect materially the ground surface, but only when so declared by an authorized member of the Committee. When immediately adjacent to an obstruction, such an area is part of the obstruction.
RELIEF FROM SEAMS OF CUT TURF – If a player’s ball is in the general area and the ball lies in or touches a seam of cut turf or a seam interferes with the player’s area of intended swing, the player may take relief under Rule 16.1b. But interference does not exist if the seam only interferes with the player’s stance.
IMMOVABLE OBSTRUCTIONS – Include plastic bumpers on roads and paths, and mats secured to the ground with spikes when the bumpers or mats cover cables.
WHITE-LINED AREAS TYING INTO ARTIFICALLY SURFACED ROADS AND PATHS – White-lined areas of ground under repair and the artificially surfaced roads, paths or other identified obstructions that they are connected to are a single abnormal course condition when taking relief under Rule 16.1.
WOOD CHIPS AND MULCH – Are loose impediments.
INTEGRAL OBJECTS – Include cables, rods, wires, or wrappings when closely attached to trees, artificial walls and pilings when located in penalty areas and bunkers, and bunker liners when in their intended position. Note: The Committee may treat an exposed bunker liner, not in its intended position, to be ground under repair. But interference does not exist if a bunker liner only interferes with the player’s stance.
GOLF CARTS - Golf carts are allowed at all CTX events. Golf carts are not required. Please indicate via e-mail to info@playtourx.org seven (7) days prior to the event if you intend to walk rather than utilize a golf cart. Golf carts will be assigned by host course in connection with daily pairings. Golfers will be assigned two (2) per golf cart. Golf carts will be staged by host course and are not to be removed from line until players proceed to starting tee for assigned tee time. Golf carts may not be taken to driving range or other practice areas.
PULL CARTS - Pull carts are allowed for use unless prohibited by the golf course.
USE OF CADDIE PROHIBITED – Rule 10.3a is modified is this way: A player must not have a caddie during the round.
PACE OF PLAY – See separate memorandum to players for pace of play policy.
STOPPING AND RESUMING PLAY – A suspension of play for a dangerous situation will be signaled by one prolonged note of a siren or horn. All other suspensions will be signaled by three consecutive notes of a siren or horn. In either case, resumption of play will be signaled by two short notes of a siren or horn. See Rule 5.7b. Note: All practice areas are closed during an immediate suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to stop practicing; failure to stop practicing might result in disqualification.
RESTRICTIONS ON PRACTICE BEFORE OR BETWEEN ROUNDS – Rule 5.2 is modified in this way: In match play or stroke play, a player must not practice on the competition course before or between rounds, other than on the designated practice areas. Penalty for breach of Local Rule, see Rule 5.2.
RESTRICTION ON PRACTICE OR TESTING BETWEEN THE PLAY OF TWO HOLES – In stroke play only, a player must not make any practice stroke on or near the putting green of the hole just completed, or test the surface of that putting green by rubbing the putting green or rolling a ball.
WHEN COMPETITION IS FINAL - Competitions are deemed to have closed when all scores have been approved by the course director or a winner has been announced.
SAFETY ANNOUNCEMENT:
Participation during tournament play can be dangerous. A player may discontinue play if he believes there are dangerous weather conditions (lightning, tornado, hurricane, etc.) or other good reason such as illness. Seek shelter or medical help when these conditions arise.
Please be aware of others near you at all times on the course and practice area. It is possible that you may get struck by a club or ball hit by someone else. When riding in a golf cart, please always read and obey the manufacturer’s safety notice. Riding in a cart or being struck with a club or ball can cause serious injury or death.
When attending event related functions such as opening ceremonies, tournament meals, awards presentations, etc., please use extreme caution and be mindful of how you or your player's actions may affect others in proximity. While necessary precautions are taken to ensure everyone’s safety, it is critical that we all work together to provide a safe and fun environment for all in attendance.

Dress Code
Only acceptable golf attire is permitted. Players are prohibited from wearing shoes with metal spikes, excessively short shorts, swimwear, t-shirts, or tank tops. Those not appropriately attired will not be permitted to participate.
Pace of Play
Play ready golf: The player who is ready to play - regardless of previous hole score or distance to green - has the right of way so long as they have a shot clear of all other players and spectators.
Pace of Play Factors: A group’s pace of play is based on two factors: the amount of time the group has taken to play relative to time par, and the group’s position on the golf course relative to the group ahead.
All players, spectators, volunteers, and staff members are permitted and encouraged to help shuttle all players between holes (from green to next tee). In efforts to relieve players of long walks between holes and promote positive pace of play, we ask that anyone with a rented golf cart please provide equal opportunity for rides for all players in your group.
Time Par:
The committee calculates the time a group is expected to finish each hole, and the time par is noted on the bottom of the official scorecard. A hole is complete when the flagstick is replaced in the hole after all players in the group have holed out. Each hole is assigned a predetermined amount of time, based on the hole’s par (Par 3s – 12 minutes; Par 4s – 14; Par 5s – 16). All 9-hole players are given one minute more per hole. Additional time may be added to make the turn and for certain holes or courses, at the committee’s discretion.
In Position: A group is in position when it completes a hole within 14 minutes of the group ahead. All groups are in position on the final hole of the round if they finish within 17 minutes of the group ahead. The first group to tee off does not have a position relative to the group ahead and is judged solely based on time.
Red Card (Penalty):
The group is behind the allotted time and out of position with the group ahead. A group receives a red card if it fails to meet both criteria. Each time a group receives a red card, each player in the group is penalized one stroke at the completion of the round if the entire group is not back on time par or group position pace by the next checkpoint or the completion of the round.
Rescinding a Red Card (Penalty):
Any and all prior one-stroke penalty Red Cards will be rescinded by:
(A)Regaining “in position” status with the group ahead. This requires the group to finish a checkpoint hole within 14 minutes, flagstick replaced to flagstick replaced, of the group ahead. On the final hole, the group must finish within 17 minutes of the group ahead (B) Reaching the next checkpoint or completion of the round within the allotted time par listed on the scorecard.
Rounds will be delayed as long as there is enough daylight to complete the round. Provision: If the size of the division and amount of daylight left allows the course director to adjust the field to play 9 common holes, the round will be scored/salvaged with those 9 holes.
Spectator carts are prohibited at CTX championships. Exception: Spectators over the age of 60 or with proof of disability may be rent spectator carts directly from the golf course at their standard rates, subject to availability. Since CTX tournament players will be using golf carts, even spectators who meet exception guidelines should always be prepared to walk in the case that spectator carts are unavailable for rent.
